Restrict Access tab on Template Categories Missing on Custom Role

Scenario
When creating a new Email Template Category using an Administrator role, the user can set the record to Public under the Restrict Access subtab.
However, when using a Custom Role with a full Template Category permission, the Restrict Access subtab where the Public checkbox is located is missing.
Solution
- Log in as an Administrator
- Go to Setup > Users/Roles > Manage Roles
- Custom Role: Click Edit
- Go to Permissions > Lists
- Permission:
- Select Public Template Categories
- Access Level:
- Select Full
- Click Save
Note:Log out and log in using the role once this change has been completed. The Restrict Access subtab when creating a new Template Category should now be visible.
