Expense Report is not immediately routed to the approver whose approval limit is sufficient

Expense approver who has insufficient approval limit to approve the Expense report of an employee will still have to approve the expense report before routing the same to the next approver.

All employees in approval queue have to approve particular expense report, not only the last one with adequate approval limit. 

It is still an enhancement if the expense report is expected to be routed immediately to person who has sufficient approval limit. This is logged in Enhancement 432842.
