Unable to Select User and Role on Access Token Page

On the Access Token page, the user is not seeing any list from the Role and User drop-down fields. 

1. Navigate to Setup>User/Roles>Manage Roles
2. Role record:Click Edit
3. Click Permissions tab
4. Click Setup subtab
5. Add Log in using Access Tokens
   Note:The access level will be set to Full by default.
6. Click Save
