If an email address is not receiving the emails from NetSuite, it is possible that it has bounced and may need to be removed from the bounce list in order for the email to continue to receive emails from NetSuite.
Here area the most common reasons why emails bounce.

Note:
"Hard Bounce - Other" and "Soft Bounce - Other" is selected by the system as the bounce reason whenever is is not able classify the reason. Once an email has soft bounced 3 times without any trackable activity, it is automatically be converted to a hard bounce.
Message will not be sent to any email addresses in this list until they are removed from here.
On this page, you can remove email addresses from the list to include them in email campaigns.
To remove an email address from the Bounced Email Addresses list:

Go to Lists > Relationships > Bounced Email Addresses.

Check the box in the Delete column for each email address you want to clear the bounce history for, or you can click Mark All to select all email addresses in the list.

Click Delete.
When you have cleared the bounce history for an email address, you can send messages to that address and try if you still receive the error.
